Hallitusohjelma on puolet pidempi kuin edellinen, mutta onko se parempi?

Suomi sai uuden hallitusohjelman ja tunnelma maassa on hyvin erilainen kuin neljä vuotta sitten, kun Juha Sipilä esitteli oman ohjelmansa kansalle. Julkisuudessa on otettu kantaa hallitusohjelmien mittaeroon: siinä, missä Sipilän posse pärjäsi 74 sivulla, tarvitsi Antti Rinne joukkoineen 193 sivua ohjelmalleen.

Vaikka monelle rivikansalaiselle hallitusohjelman julkistus näyttäytyy taas yhtenä poliittisena sirkuksena muiden joukossa, on siinä kyse merkittävästä paperista Suomen lähivuosien kannalta.

Kokonaisuudessaan Rinteen hallitusohjelma on noin 36 000 sanallaan lähes puolet pidempi sepustus kuin Sipilän 18 000 sanaa. Sivumäärä Rinteellä kasvoi myös väljemmän taiton ansiosta.

Jo pieni vilkaisu teosten johdantoihin nostaa erot pintaan myös sisällöllisesti.

Sipilän jengi oli tiukalla linjalla muutenkin kuin sanojen suhteen. Johdannon (152 sanaa) lauseet olivat lyhyitä ja ytimekkäitä ja niissä kaikui talouden silloiset haasteet.

"Luotamme toisiimme. Kunnioitamme toisiamme. Sovimme asioista. Pärjäämme vähemmällä sääntelyllä. Julkisessa taloudessa tulot ja menot ovat tasapainossa. Emme elä velaksi."

Tilanne on neljässä vuodessa muuttunut, vaikka on epäselvää kuinka paljon edellisen hallituksen tiukkojen toimien ansiosta.

Rinteen paperin johdannossa (763 sanaa) maailma näyttäytyy paitsi valoisamman taloustilanteen näkökulmasta, myös paikkana, missä onnistutaan sovittamaan yhteen kaiken maailman erilaiset näkökulmat. Samaan aikaan ollaan kaupunkien ja maaseudun asialla. Sovitetaan talous ja ilmastonmuutoksen vastaiset toimet toimivaksi kokonaisuudeksi. Ollaan köyhän, opiskelijan, yrittäjän ja viljelijän asialla. Se vaatii myös sanoja paperille eri tavalla kuin tylyn toteava kuripolitiikka.

"2020-luvun maailma tarvitsee edelläkävijöitä. Ekologisesti kestävä Suomi näyttää tietä ilmastonmuutoksen hillitsemisessä ja luonnon monimuotoisuuden turvaamisessa. Edelläkävijänä Suomi voi olla kokoaan suurempi ihmiskunnan yhteisen haasteen ratkaisemisessa. Suomalaiselle tutkimukselle, osaamiselle, innovaatioille ja yrityksille tämä avaa uusia mahdollisuuksia. Luonnonvarojen käyttö on suhteutettava kestävän kehityksen tavoitteisiin. Ratkaisumme teollisuudessa sekä metsä- ja maataloudessa toimivat esimerkkinä muillekin. Suomen metsät ja niiden kestävä käyttö ovat tärkeä osa ilmastonmuutoksen vastaista työtä, eivät ongelmien lähde."

Suotuisia sovintoja ja vesitettyjä lupauksia

Uudessa hallitusohjelmassa löytyy suotuisia kompromisseja, kuten raideliikenteen parantaminen Suomen laajuisesti, joka sopii erinomaisesti Vihreille ekologisista ja Keskustalle aluepoliittisista syistä. Samat puolueet tulevat käymään hallitusaikana todennäköisesti myös pahimmat väännöt, kun keskustelua käydään esimerkiksi turpeen ja metsätalouden linjauksista.

Hallitusohjelman julkistus piti sisällään paljon draamallisia elementtejä. Vaikka maanantaina julkaistun ohjelman sisältö vuodettiin viikonlopun aikana lähes kokonaisuudessaan medialle, oli julkistuksen ympärillekin tarjolla pari symbolista twistiä, kun puoluejohtajat siirtyivät ensin raitiovaunukyydillä Säätytalolta julkistustilaisuuteen keskustakirjasto Oodiin, joka symboloi satsauksia sivistykseen. Ohjelma julkistettiin avoimelle yleisölle, joka pääsi esittämään tulevalle hallitukselle kysymyksiä jopa ennen mediaa.

Ohjelma lupaa paljon, mutta on myös kompromisseja pullollaan. Vappusatasesta eli alle 1000 euroa tienaavien eläkeläisten luvatusta 100 euron eläkkeenkorotuksesta tuli viiskymppinen. Translaista poistuu pakkosterilisaatio, mutta sukupuolen korjaukseen voi hakea edelleen vain täysi-ikäiset.

Alkoholi-, tupakka- ja bensaverot nousevat. Tupakka-askin hinnassa tämä tarkoittaa lähes kahden euron korotusta, kun taas esimerkiksi olutlavan kohdalla hinnankorotus tulee olemaan maltillisempi. Suomalainen alkoholipolitiikka

Kompromissien keskusta

Keskustaa on helppo pitää neuvottelujen yhtenä suurimmista voittajista. Jo mukaanpääsy hallitukseen on ihme, kun ottaa huomioon surkean vaalituloksen. Tästä asemasta 18 maakunnan saaminen, yli 300 miljoonan lisäsatsaukset maatalouteen ja lupaus valtion kompensaatiosta, jos EU päättää vähentää omia maataloustukiaan sekä aluetukien säilyminen, ovat Keskustalle kuin lottovoitto.

Ohjelmaa lukiessa käy selväksi, että monessa hallituksen kompromississa näkyy nimenomaan keskustan kädenjälki.

Juha Sipilä sentään tajusi kantaa vastuunsa jättimäisestä vaalitappiosta. Vaikka Sipilän kaudella talous laitettiin kuntoon, olisi äänestäjien epäluottamuslauseen jälkeen ollut erittäin outoa, jos sama kaveri olisi jatkanut esimerkiksi merkittävän valtionvarainministerin salkun kanssa.

Tartutko toivoon?

Siinä missä Sipilä sanoi, että vaihtoehtoja kurille ei ole, Rinne luottaa, että kyllä hommat sujuvat. Optimismi näkyy vahvasti ilmaston saralla: Suomi haluaa olla maailman ensimmäisenä yhteiskuntana vapaa fossiilisista polttoaineista vuoteen 2035 mennessä. Haave on kova, mutta on epävarmaa riittävätkö nyt annetut keinot sen saavuttamiseen.

Vasemmisto juhlii hallitusohjelman lupauksia heikompiosaisille. Ohjelma lupaa aktiivimallin purkamisen, välttämättömän hoidon paperittomille, parannuksia sosiaaliturvaan, kokeilun negatiivisesta tuloverosta kaikista pienituloisimmille ja korotuksen taiteilija-apurahaan. Myös koulutuksen saralla on syytä juhlaan. Yliopistoihin ja AMK:hin satsataan ja oppivelvollisuus laajenee.

Yhteiskunnallista kehitystä ja etenkin globaalin talouden tulevia haasteita ja mahdollisuuksia on mahdotonta tietää varmasti etukäteen. Rinteen hallitusohjelma on toivoa täynnä ja on ihmisestä kiinni, miten toiveikkaiseen politiikkaan suhtaudutaan. Toisillle hallituksen suunnitelmat edustavat pahimmanlaatuista tuhlausta ja varmaa turmion tietä, kun toisille ne ovat oikeudenmukainen päätös pitkään jatkuneelle kuritukselle ja lupaus kestävästä tulevaisuudesta.
